PUBLIC NOTICE OF THE SAN DIEGO HOUSING COMMISSION
FISCAL YEAR 2025 MOVING TO WORK ANNUAL PLAN
The San Diego Housing Commission (SDHC) is one of only 39 original MTW agencies out of approximately 3,200 public housing authorities in the nation. MTW status gives SDHC the flexibility to implement a variety of innovative, cost-effective approaches to provide housing assistance in the City of San Diego.
The MTW Annual Plan includes details on the number of people and households SDHC anticipates serving in the fiscal year; planned changes in housing stock, leasing and waiting lists; and summaries of sources and uses of MTW funding. The MTW Annual Plan also contains descriptions of MTW activities previously approved by the U.S. Department of Housing and Urban Development (HUD) in addition to proposals for new activities and updates to existing activities. FY 2025 Annual Plan Updates and Proposals
2013-1. MTW Veterans Affairs Supportive Housing (VASH) Program
The proposed updates to the VASH activity would remove the minimum rent requirement. Currently, the minimum rent for VASH participants is zero for the first 12 months of the program, then set to $50. SDHC is proposing to modify this policy so that the minimum rent for VASH participants is zero dollars for the duration of their time in the program.
2021-1. Establishment of Alternative Reasonable Cost Limits
The proposed updates to this activity would update the methodology SDHC uses to determine cost limits for development and rehabilitation activities for affordable housing that utilize MTW funds. In seeking an alternative reasonable cost formula, SDHC will be able to increase its ability to ensure that more affordable units are developed or rehabilitated within the City of San Diego, which in turn will increase housing choice for low-income families.
2025-1. Rental Assistance Rent Reasonableness
SDHC is seeking comments on proposed changes to its rent reasonableness policy.
Public Comment
SDHC invites the public to review and provide comments on its draft FY 2025 MTW Annual Plan. Comments on the MTW Annual Plan must be submitted by no later than 5 p.m. on Thursday February 15, 2024.

Public Hearing
SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW Plan and the Section 8 Administrative Plan on Thursday, January 25 at 2:30 p.m. Information on the public hearing can be found at http://www.sdhc.org/moving-to-work.
