PUBLIC NOTICE OF THE SAN DIEGO HOUSING COMMISSION
FISCAL YEAR 2025 MOVING TO WORK (MTW) ANNUAL PLAN AMENDMENT
The San Diego Housing Commission (SDHC) is one of only 39 original MTW agencies out of approximately 3,200 public housing authorities in the nation. MTW status gives SDHC the flexibility to implement a variety of innovative, cost-effective approaches to provide affordable housing assistance and other services to families with lower income in the City of San Diego.
As an MTW agency, SDHC is required to submit an MTW Plan to the U.S. Department of Housing and Urban Development (HUD) every year. The SDHC Board of Commissioners (Board) approved the Fiscal Year 2025 MTW Annual Plan on February 6, 2024. SDHC will submit the approved MTW Plan to HUD by April 15, 2024. In addition, SDHC staff is developing the Fiscal Year 2025 MTW Annual Plan Amendment (Plan Amendment), which includes amendments to one MTW activity and the proposal of two new MTW activities. The MTW Plan Amendment includes details on the number of people and households planned to be served within the fiscal year; planned changes in housing stock, leasing and waiting lists; and summaries of sources and uses of MTW funding. The MTW Plan Amendment also contains descriptions of MTW activities previously approved by HUD.
Fiscal Year (FY) 2025 MTW Annual Plan Amendment Updates and Proposals
2025-1. Rental Assistance Rent Reasonableness
SDHC is seeking comments on proposed changes to its rent reasonableness policy. Rent reasonableness ensures the contract rent for units rented by housing choice voucher households is comparable to similar, market-rate units.
2025-2. Expedited Eligibility and Leasing Exceptions
SDHC is seeking comments on the proposed activity to expand exceptions to more quickly place households with lower income (including seniors, people with disabilities and families) and households experiencing homelessness into rental homes.
2025-3. Family Unification Program (FUP)/Foster Youth to Independence (FYI)
SDHC is seeking comments on the proposed activity to modify the process for verifying eligibility for a subsidy extension for Family Unification (FUP) Youth/Foster Youth to Independence (FYI) particpants. This modification will increase the number of youth eligible for program extensions, provide participating youth additional time to implement the criteria to meet extension requirements for rental assistance, increase self-sufficiency, and align with SDHC’s biennial recertification cycle (every two years).
Public Hearing
SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW Annual Plan Amendment on Thursday, April 18, 2024, at 3 p.m. Information on the public hearing is available at sdhc.org/moving-to-work.
