FISCAL YEAR 2027 MOVING TO WORK (MTW) ANNUAL PLAN
SDHC is one of 39 original MTW agencies out of approximately 3,200 public housing authorities in the nation. MTW status gives SDHC the flexibility to implement a variety of innovative, cost-effective approaches to provide housing assistance and increase housing choice in the City of San Diego.
SDHC is required to submit an MTW Plan to the U.S. Department of Housing and Urban Development (HUD) every year that must obtain HUD’s approval. The MTW Plan Amendment includes details on the number of households planned to be served within the fiscal year; planned changes in housing stock, leasing and waiting lists; and summaries of sources and uses of MTW funding. The MTW Plan Amendment also contains descriptions of MTW activities previously approved by HUD in addition to proposals for new activities and updates to existing activities for HUD approval.
Fiscal Year (FY) 2027 MTW Annual Plan Updates and Proposals
In this plan, SDHC is updating its policy for converting to tenant-based rental assistance for MTW Project-Based Voucher households. SDHC is also updating its waiting list of MTW Project-Based Voucher participants who have asked for tenant-based rental assistance. A Project-Based Voucher (PBV) means a tenant has to live at a specific property to receive help to pay their contract rent. A Tenant-Based Voucher (TBV) lets the tenant choose to live at almost any rental home in the city and receive help to pay their contract rent.
SDHC will no longer provide the opportunity for MTW PBV households to convert to a TBV. MTW PBV households that already had asked to change to a TBV have been on a waiting list known as a “conversion list.” SDHC would also close and end the conversion list. Households on the conversion list would be moved to the general waiting list for an SDHC Section 8 Housing Choice Voucher.
SDHC is not currently selecting new families from the Section 8 tenant-based wait list to receive rental assistance. Due to insufficient funding, assistance is only available to families already in voucher programs. When funding permits and SDHC can select families from the wait list, SDHC will prioritize new families who do not already receive project-based rental assistance. This will increase housing opportunities for unassisted households and ensure PBV households remain stably housed in their assisted units.
These updates are under the heading “2011.3 Two Year Occupancy Term for PBV Tenants” in the proposed plan. The updates would not affect PBV households that continue to live in the rental home that qualifies them to receive help to pay for their contract rent. The updates would only affect those who want to change to a TBV.
