PUBLIC NOTICE OF THE SAN DIEGO HOUSING COMMISSION
FISCAL YEAR 2025 SECTION 8 ADMINISTRATIVE PLAN
The San Diego Housing Commission (SDHC) helps pay rent for more than 17,000 households with low income each year. These households include more than 38,000 individual household members. SDHC’s Section 8 Housing Choice Voucher Administrative Plan (Section 8 Administrative Plan) outlines the policies by which SDHC administers the Section 8 Housing Choice Voucher rental assistance program.
The U.S. Department of Housing and Urban Development (HUD) requires public housing authorities, including SDHC, to update their Section 8 Administrative Plan to reflect the new, mandatory provisions of the Housing Opportunity Through Modernization Act of 2016 (HOTMA).
Submit Public Comment
SDHC invites you to review and provide comments on its draft Fiscal Year (FY) 2025 (July 1, 2024 – June 30, 2025) Section 8 Administrative Plan, which includes these HOTMA-required changes.

Public Hearing
SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW Plan and the Section 8 Administrative Plan on Thursday, January 25 at 2:30 p.m. The public hearing will be held in person at SDHC’s office at 1122 Broadway, Suite 426, San Diego, CA 92101. HOTMA Changes
HOTMA was enacted in 2016. The Final Rule implementing HOTMA Section 102, 103 and 104 was officially published in the Federal Register in February 2023 and revises HUD regulations to put them into effect. These sections make changes to the United States Housing Act of 1937 and affect income calculation, review and program eligibility.
